Three quotes are useless if they describe three different jobs.
Send every contractor the same list and the quotes become comparable. This is the list we would want if we were the ones signing it off.

1. The measure
- Measured areas in square metres, broken down by elevation, block, floor or zone.
- A stated method: was the building measured, or priced off a walk-around?
- Separate quantities for walls, roofs, steelwork and waterproofing.
2. The condition report
- Photographs of every crack, damp patch, rust area and failed coating.
- Each crack classified: shrinkage, movement, joint, water path or structural.
- Roof, parapets, box gutters, flashings and penetrations inspected and reported on.
- Every leak on record physically inspected and diagnosed, not assumed.
3. The specification
- Preparation stated per substrate, not as the single word 'prepare'.
- Primer named, by product, for each substrate.
- Number of coats stated, and litres per zone so delivery can be checked.
- Waterproofing specified and priced as its own system, never inside a wall rate.
- Rust treatment specified for steelwork rather than paint over rust.
4. Access
- Access strategy stated: scaffold, mobile tower, MEWP or rope access.
- Who supplies and who erects it, and whether design is required.
- Access priced as its own visible line, not absorbed into a square metre rate.
- Confirmation that all access dependent work is bundled into one erection.
5. Programme and disruption
- Written programme by zone, block or floor, with a start and finish per area.
- Shift pattern: daytime, out of hours, weekends, or a shutdown window.
- Weather allowance stated, rather than a date the site will not allow.
- Notice arrangements for tenants, residents or staff.
- One named site contact and one named client contact.
6. Compliance
- Public liability cover, current, with the sum insured stated.
- COIDA letter of good standing, current.
- Work at heights plan, method statement and risk assessment.
- Health and safety file appropriate to the work and the site.
- Confirmation that no asbestos will be cut, drilled, broken or pressure washed.
7. Commercial terms
- One fixed price for the whole job, not a rate that moves with the day.
- Variations agreed in writing, with a price, before the work happens.
- Retention held until the punch list is closed.
- Guarantee wording in writing, including what voids it.
- Handover pack: photographs, area schedule, product data sheets, guarantee documents.
